Tigran Mukuchyan Presents Report on Activities of CEC for 2020-2021 at Sitting of National Assembly

On April 12, the Chairman of the Central Electoral Commission (CEC) Tigran Mukuchyan presented the report on the activities of the CEC at the sitting of the National Assembly. In his speech, he has spoken about a number of proposals which are aimed at the improvement of the Electoral Code.

The Chairman of the Central Electoral Commission said that in order to increase the publicity and transparency of the elections, public confidence in the electoral process, and the level of voter awareness, attention was paid to the work of the CEC website.

The completely updated version of the CEC website was launched during the national elections. Old and updated versions of the website were run in parallel throughout the electoral process, and the updated information ensured availability in both versions of the website.

Significant work has also been done to improve the cyber security of the website.

A number of new tools have been introduced, one of which is the electronic signature collection system, which allows to collect signatures during the initiative of the referendum online.

A wider opportunity to carry out video surveillance was provided for all parties and alliances participating in the elections.

The Chairman of the Central Electoral Commission noted that in accordance with the requirements of the Electoral Code of 2020-2021, the RA NA snap elections were organized and held, as well as the elections of the Local Self-Government Bodies in 58 communities. 44 out of them are enlarged communities. The Commission presented the report on the snap elections of the National Assembly held on June 20, 2021 to parliament last year.

According to Tigran Mukuchyan, a referendum on amendments to the Constitution of the Republic of Armenia was to be held on April 5, 2020, which, however, was canceled due to the coronavirus pandemic. Preparation work to hold referendum began on February 11, 2020, but they were stopped 20 days before the scheduled day of the referendum, and as of the moment, the work was done by 90%.

The Chairman of the CEC referred to the elections of the Local Self-Government Bodies held in 6 communities of the republic in 2020.

The elections of the Local Self-Government Bodies in 52 communities in 2021 were held in accordance with the new requirements of the Electoral Code. In 45 out of them, only the elections of the member of the Council of Elders took place by the proportional system, in 7 – the elections of the Head of the community and the members of the Council of Elders by the majoritarian system. 1235 polling stations were organized, in which the number of voters included was 1 million 359.947, 566.357 citizens took part in the voting.
